Phoebe is a Solicitor in Saunders Law’s Human Rights and Public Inquiries team.

Phoebe joined the firm in November 2024, and is currently part of the team representing the Federation of Ethnic Minority Healthcare Organisations (“FEMHO”) at the UK Covid-19 Public Inquiry. In addition, she is developing a mixed practice including inquests and civil actions against the police and public authorities. Phoebe has a particular interest in representing bereaved families at Article 2 inquests arising out of deaths in prison and police custody.

Prior to joining Saunders Law, Phoebe completed her training contract at another London firm specialising in public law and human rights, and previously worked on the Grenfell Tower Inquiry.

Phoebe is committed to using the law to promote access to justice and uphold human rights, and consistently pursues cases which involve holding power to account. She is passionate about empowering clients who are vulnerable and marginalised to enforce their rights, particularly when they have suffered injustice as a result of the actions or inactions of the state.

Phoebe is a member of the Police Action Lawyers Group (PALG) and the Inquest Lawyers Group (ILG).
